ISO certification for oil and gas companies: what NCDMB requires

Where NCDMB asks for ISO 9001:2015, what makes a certificate acceptable, and what operators expect.

Why ISO certification matters in Nigerian oil and gas

Companies that want to work for operators in Nigeria’s oil and gas industry deal with the Nigerian Content Development and Monitoring Board (NCDMB), which enforces the Nigerian Oil and Gas Industry Content Development (NOGICD) Act. Service companies register on the NOGIC Joint Qualification System (NOGIC JQS) and apply there for a Nigerian Content Equipment Certificate (NCEC) in their service category.

NCDMB’s NCEC Application Guidance Notes, issued in December 2025, set out where an ISO certificate is required and what makes it acceptable.

What makes an ISO certificate acceptable to NCDMB

  • Issued by a certification body accredited under the International Accreditation Forum (IAF)
  • The scope covers the services listed in your NCEC application
  • It carries a barcode or a link to the issuer website so it can be verified
  • It is current, not expired, suspended or withdrawn
  • ISO certificates issued by SON must also appear in the SON database, with a screenshot attached
Submitting forged, altered or falsified documents to NCDMB is a criminal offence. Only use certificates that can be verified with the certification body that issued them.

Beyond NCDMB: what operators ask for

Operators and major contractors set their own supplier requirements on top of NCDMB’s. Health, safety and environmental performance is closely examined, so many service companies also hold:

Frequently asked questions

Does NCDMB require ISO 9001 for every NCEC category?

No. Under the December 2025 NCEC Application Guidance Notes, an ISO 9001:2015 certificate must be attached for Manufacturing and Related Services (MS), Fabrication and Construction (FC), and Quality Control Inspection and Testing (QS). For all categories, any ISO certificate you submit must come from a certification body accredited under the IAF.

Will NCDMB accept an ISO certificate from any certification body?

No. NCDMB states that the issuing body of an ISO certificate must be accredited under the International Accreditation Forum (IAF). The certificate should also carry a barcode or a link to the issuer website so it can be verified.

Do I need an agent to apply for an NCEC?

No. NCDMB guidance says applications must be submitted by the service company itself, not by agents or third parties, and that NCDMB does not charge for NCEC applications.

Does the scope of my ISO certificate matter?

Yes. The certificate must cover the services you list in your NCEC application. A certificate with a narrow or unrelated scope may not be accepted.

Is SCL accredited to issue ISO 9001 certificates?

Yes. SCL is accredited by the Nigeria National Accreditation System (NiNAS), an IAF MLA signatory for management system certification. Our ISO 9001 certificates can be verified online and on IAF CertSearch.
